FAA: Tired air traffic controllers can skip work (AP)

WASHINGTON ? The Federal Aviation Administration announced new steps Friday to help prevent air traffic controllers from falling asleep on the job, including allowing controllers to use sick or annual leave time if they are too tired to work.

Controllers will also now be allowed to listen to the radio and read to help stay alert during overnight shifts when traffic is light under an agreement between the FAA and the National Air Traffic Controllers Association.

However, the policy changes don't include allowing controllers to take naps while on break or to schedule naps during overnight shifts even though sleep scientists say that's the most effective way to refresh tired workers.

Currently, controllers caught napping, even when on break, can be fired.

"While on break, air traffic controllers are expected to conduct themselves professionally and be available for recall at all times," the agency said in a statement.

Since April, the FAA has disclosed seven instances of controllers sleeping on the job and two other instances of controllers who didn't respond to attempts to contact them. In one case, two airliners landed at Reagan National airport in northern Virginia near Washington without assistance from a controller who has acknowledged dozing off.

In another case, FAA has said a medical flight with a seriously ill patient had to circle an airport in Reno, Nev., before landing because the lone controller on duty had fallen asleep.

Studies show most night shift workers, not just controllers, face difficulties staying awake no matter how much sleep they've had. That's especially true if they aren't active or don't have work that keeps them mentally engaged. Controllers on night shifts often work overnight in darkened rooms with frequent periods of little or no air traffic to occupy their attention ? conditions scientists say are conducive to falling asleep.

"Air traffic controllers have the responsibility to report rested and ready to work so they can safely perform their operational duties," FAA Administrator Randy Babbitt said in a statement. "But we also need to make sure we have the right policies in place to reduce the possibility of fatigue in the workplace."

John Goglia, a former National Transportation Safety Board member and a member of an FAA fatigue advisory committee, said that even with the policy changes, the agency's approach to fatigue lags far behind contemporary scientific understanding of how to prevent workers from falling sleep or becoming so tired their ability to function is eroded.

"Ironically, the information on what is an enlightened policy on fatigue resides within the FAA in all the (research) they've done over the years on fatigue," Goglia said.

After disclosure of the first few sleeping incidents, FAA officials adjusted controllers' work schedules to provide a minimum of nine hours off between shifts, an increase of an hour.

However, the agreement between the agency and the union puts off decisions on what to do about work schedules that have been criticized as especially fatigue-inducing. One common weekly schedule is called "the rattler" by controllers because it turns around and bites those who work it. But it's popular with some controllers because it effectively creates a three-day weekend.

Instead, the agency and the controllers association said they are also working on developing new work schedule "principles" aimed at reducing fatigue. They said those principles will be ready in 14 months if not sooner. And, they said, new work schedules are already being put in place in some air traffic facilities.

The FAA said it has also agreed to develop policies to encourage controllers to seek medical help for sleep apnea, a disorder that causes abnormal pauses in breathing and often prevents restful sleep. Currently, controllers diagnosed with sleep apnea aren't permitted to continue to work.

The agency said it will work to develop a process for most air traffic controllers with sleep apnea to regain their medical qualification after receiving medical treatment.

Under the agreement, the FAA is also developing a system to collect and analyze data associated with work schedules, including work intensity, to ensure that the schedules are not increasing the possibility of fatigue. Such "fatigue management" systems are commonly used in other areas of aviation, including flight crew schedules.

Michelle Bruzzese knows firsthand how difficult dealing with breast cancer can be, and she wants other women to know that they don't have to suffer alone.

"Cancer is life-changing, but it's not a death sentence," she said. "Sometimes you need to ask for help, to lean on the right people to help you get through."

The 37-year-old mother of two was diagnosed with breast cancer last March. She relied on friends, the students she teaches in her Spanish class at Pocono Mountain East High School and the staff at Pocono Medical Center in her time of need. For her strength and confidence, they nominated her to be Monroe County's representative in the Blue Cross of Northeastern Pennsylvania's Gallery of Hope.

For the past 11 years, the Gallery has honored breast cancer survivors in 13 counties. The display, which tours hospitals, community centers and other locations, raises breast cancer awareness through the stories and pictures of the nominated survivors.

"The idea is to spread the message of early detection and treatment," Anthony Matrisciano, a spokesman for the Blue Cross, said. "We want to give people hope that breast cancer is beatable."

The gallery particularly stresses the importance of proper diet and exercise as a means of helping maintain good health. But, as Bruzzese can attest to, nothing can completely prevent cancer.

"It was frustrating for me, initially," she said. "I worked out and ate right; I thought I had those risk factors taken care of."

After her diagnosis, Bruzzese didn't get discouraged and stuck with her healthy habits. She found support through her gym mates at Core Awareness, a Pilates studio in Sciota, and her husband Matt, who cooked the family healthy meals from scratch.

"You need to take care of yourself; you can't just lie down and take it," she said. "I truly believe that staying healthy and active helped me get through the treatments as well as I did."

Though her own fight with cancer is over, Bruzzese said that she will always think of herself as a survivor and reflects on her experience every day.

She urges women currently dealing with cancer to never give up.

"It's important to maintain normalcy in your life," she said. "If you can celebrate those glimmers of hope when you feel like yourself again, you can get through anything."

It's the weekend, and my oldest son and his girlfriend are coming for a visit, so I dug around to see what goodies I could fix while they were here.

I recently got a cool cookbook to review called "4 Ingredients" by Australian authors Kim McCosker and Rachael Bermingham and decided to see what I could find there.? Lo and behold - it's filled with great, simple recipes that truly take just four ingredients.?? (Thankfully, the girls have Americanized their famous "Aussie" recipes - so no Vegemite sandwiches here!)


I decided we'd give this one a try for Sunday morning breakfast!? Doesn't it look yummy!

Praline Toast

1/4 cup (1/2 stick) butter softened
1/4 cup pecans, finely chopped
1/2 cup brown sugar
8 slices of bread

Preheat the oven to 350 degrees. Mix together butter, pecans, and sugar. Spread on bread slices and bake on a baking sheet until brown and bubbling.? Simple, simple!

Body in US pool unseen for days

Authorities in the US state of Massachusetts are trying to find out how a body lay unnoticed in a swimming pool for more than two days as the public continued to use the facility.

Marie Joseph, 36, had used a slide at the Veterans Memorial Pool in Fall River on Sunday but failed to return to the surface.

A boy reportedly told staff but the body was only found when teenagers broke in for a clandestine night swim.

The pool was described as "cloudy".

Massachusetts has closed dozens of state-run swimming pools while investigations continue.

Two pool inspectors have been placed on administrative leave.

Health officials sought to allay public concern, saying the chlorine in the water would have offered protection.

State public health medical director Dr Lauren Smith said: "I want to reassure the public that, as disturbing as it is to you, there are no health risks associated with this."

State energy and environmental affairs secretary Richard Sullivan told Associated Press: "The facts appear to indicate that a woman was in the water for a number of days and not noticed by staff, patrons or other inspections that may have taken place."

He said there had been "a breakdown systematically somewhere".

But he said he believed that normal procedures of checking pools after closure had been taken.

"We undergo a procedure with each and every one of our pools. We believe all of those were in place here."

Ms Joseph, a native of Haiti, had five children.

She had reportedly entered the slide with a nine-year-old boy who noticed she had not resurfaced. The pool is at most 4m (12ft) deep.

One of Ms Joseph's friends said the boy had told a lifeguard but that no checks were done and her friends thought she had simply left the pool.

The body was found 58 hours later by a group of teenagers who jumped a locked fence at about 2200 on Tuesday.

One regular swimmer, Louie Cahill, told ABC: "The pool is 12ft deep. You cannot see anybody in the bottom of that pool."

A spokesman for the Bristol County district attorney, Gregg Miliote, told CNN that a decomposing body could take a couple of days before becoming buoyant.
