Senate ready for symbolic showdown on tax cuts

WASHINGTON (AP) ? Senate leaders moved toward a showdown Wednesday with votes on rival Democratic and Republican plans for extending broad tax cuts that will otherwise expire in January.

In an announcement that seemed to surprise Democrats, Senate Minority Leader Mitch McConnell, R-Ky., said on the Senate floor that he was accepting a Democratic offer to hold back-to-back roll calls on both parties' bills, with each measure requiring just a simple majority for passage.

The new plan puts pressure on Democrats to avoid an embarrassing defeat of their own tax cut plan, which closely resembles proposals by President Barack Obama to extend tax cuts for all but the nation's highest earners. Republicans want the top earners to keep their tax cuts, too.

It also raises the stakes for some Democratic senators in close re-election races. The Democratic measure includes items like a sharply higher tax on inherited estates, which could be an issue in states with a high cost of living or with many farms and ranches.

"A vote for the Democrat plan is a vote to put these farms and ranches out of business," McConnell said.

Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes to allow debate to proceed. Democrats would not be able to reach that number, but it is often easier for wavering lawmakers to vote for such a procedural motion than it is to vote for a bill on final passage.

"The only way to force people to take a stand is to make sure that today's votes truly count," McConnell said, adding, "Nobody on the other side can hide behind a procedural vote while leaving their views on the actual bill itself a mystery to the people who sent them here."

Even so, Senate Majority Leader Harry Reid, D-Nev., expressed confidence.

"Our bill has the support of President Obama, has the support of the Democratic caucus, it has the support of the American people," he said.

In a statement, the White House restated its backing for the plan.

"All sides agree on the need to extend the tax cuts for the middle class," it said. "This legislation reflects that consensus, and should not be held hostage while debating the merits of another tax cut for the wealthy."

Democrats have little margin for error. There are 51 Democrats and two independents who usually vote with them.

Sen. Joseph Lieberman, I-Conn., said Wednesday that he will vote against the Democratic bill because he thinks lawmakers should instead be trying to reduce the deficit. Sen. Jim Webb, D-Va., seemed to indicate that he would vote "no" as well, saying he would not vote to increase any taxes on earned income such as salaries.

Even if the Democratic bill is approved, its significance remains no more than a political statement because it has no chance of surviving in the Republican-run House.

There are 47 Republicans in the Senate, and their measure seems certain to fail. The $405 billion GOP measure would continue tax cuts for everyone next year, including the highest earners.

The $250 billion Democratic bill would continue tax cuts through 2013 for everyone but individuals who earn at least $200,000 yearly and couples making $250,000.

Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted.

Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 55,200 estates whose existing rates are projected to expire next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

The GOP bill ignores some tax breaks for low- and middle-income families that Democrats want to extend for college costs; large, some low-income couples and large working families; and for families with children.

All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.

The United States is making only "middling, not stellar" gains in closing the international student achievement gap, says a new Harvard report.

States are not progressing evenly and school-reform efforts and increased education spending are not necessarily paying off, say the authors of ?Achievement Growth: International and U.S. State Trends in Student Performance.?

Officials in several states called the study?s results a wake-up call.


Among key findings:

  • While 24 countries trail the U.S. rate of improvement, another 24 countries appear to be improving at a faster rate. U.S. progress is not sufficiently rapid to allow it to catch up with the leaders of the industrialized world.
  • U.S. test-score performance has improved annually at a rate of about 1.6 percent over 14 years but students in three countries -- Latvia, Chile, and Brazil -- improved at an annual rate of 4 percent, and students in another eight countries -- Portugal, Hong Kong, Germany, Poland, Liechtenstein, Slovenia, Colombia, and Lithuania -- gained at twice the rate of U.S. students. Gains made by students in those 11 countries are estimated to be at least two years? worth of learning.
  • Student performance in nine countries -- Sweden, Bulgaria, Thailand, the Slovak and Czech Republics, Romania, Norway, Ireland, and France -- declined over the same 14-year time period
  • The top state improvements were seen in Maryland, followed by Florida and Delaware. Also among the top 10 states that outpaced the U.S. as a whole are Massachusetts, Louisiana, South Carolina, New Jersey, Kentucky, Arkansas and Virginia.
  • The slowest rate of improvement was in Iowa followed by Maine, Oklahoma, Wisconsin and Nebraska. (Nine states that did not participate in early National Assessment of Educational Progress tests were left out of the Harvard study: Alaska, Illinois, Kansas, Montana, Nevada, Oregon, South Dakota, Vermont and Washington.)
  • In most states, a rising tide lifted all boats. States with the largest gains in average student performance also tend to see the greatest reduction in the percentage of students performing below the basic level.

Peugeot Citroen loses $990 million in first half

PARIS (AP) ? Carmaker PSA Peugeot Citroen posted a net loss of ?819 million ($990 million) for the first half of the year, underscoring the difficulties the company faces with the French government over its restructuring plan.

In response, Peugeot announced earlier this month that it would close a major factory in France and cut 8,000 jobs ? part of a plan to save ?2.5 billion by 2015. Those savings will also come from efficiencies gained by an alliance with General Motors. About half ? ?1 billion ? of those savings will come this year alone.

"The group is facing a difficult time," Chairman Philippe Varin said. "The depth and persistence of the crisis impacting our business in Europe requires the launch of the reorganization of our French production and a reduction in our structural costs."

But the company's cost-cutting plans have run afoul of President Francois Hollande's Socialist administration, which has said the restructuring is unacceptable and that it will force Peugeot to save some of the jobs it wants to eliminate.

On Wednesday, the government will unveil a plan to support the auto industry ? part of its carrot-and-stick strategy with Peugeot. It's expected to give incentives to French consumers to buy French cars and to support the clean-energy vehicles that the company excels at.

But much of Peugeot's problems stem from an over-supplied European car market, and it's unclear how much the government can do for the company. France's car industry was already given a bailout under former President Nicolas Sarkozy.

LONDON (Reuters) - The 205 teams marching at the London Olympics opening ceremony will be controlled with a "secret device" to ensure they do not delay the parade, the International Olympic Committee said on Tuesday.

"We have been working quite hard...and we have very well defined who can participate and have been training how we are going to make it happen," Felli said.

"We will try to accelerate the march and those who play the game and march are not penalized for those who are taking pictures. We have a secret device. You will see, it is secret and I can't tell you now."

Felli said details of the parade procedure would be given to the team heads in a meeting on Wednesday.

At a rehearsal on Monday night, Oscar-winning filmmaker Danny Boyle asked some 30,000 spectators not to post details or photos on social networks of his extravaganza.

AURORA, Colo. (Reuters) - A 21-year-old woman who escaped injury in the Colorado theater shooting rampage gave birth to a boy on Tuesday while her husband was in the same hospital in a medically induced coma with a gunshot wound to the head.

Katie Medley and her husband, Caleb, both wearing Batman apparel, were at a showing of "The Dark Knight Rises," in the Denver suburb of Aurora when a gunman clad in tactical body armor, helmet and gas mask opened fire during a midnight showing early on Friday. Twelve people, including a 6-year-old girl, were killed and 58 wounded.

Twenty people remained hospitalized on Tuesday. Seven were in critical condition and two in serious condition.

James Eagan Holmes, 24, was arrested behind the theater shortly after the massacre and was in court for the first time on Monday, appearing dazed and sleepy. At the hearing, the judge set a date of next Monday for formal charges to be filed.

The judge ruled on Tuesday that no cameras would be allowed in the courtroom when Holmes is charged. Holmes' initial appearance on Monday was televised.

Caleb Medley, a 23-year-old aspiring comedian, was listed in critical condition on Tuesday at University of Colorado Denver Hospital. A website set up to raise money for his care because the Medleys have no health insurance, www.calebmedley.com/help, said he had lost his right eye, suffered brain damage and was in a medically induced coma.

Katie Medley gave birth in the same hospital where her husband was being treated.

A spokeswoman for the hospital relayed the following statement from the Medleys: "The family is excited to say that Hugo Jackson Medley was born at 7:11 a.m. (Mountain Time, 0911 EDT) this morning. Both mom and baby are doing great."

Actor Christian Bale, who stars in the Batman films, visited the Medical Center of Aurora on Tuesday to meet some of the shooting victims, a hospital spokeswoman said.

Authorities have not determined a motive for the shooting spree. Police said Holmes, a former neuroscience student who filed paperwork in June to drop out of his graduate program, left his 800-square-foot (75-square-metre) apartment booby-trapped with explosives that authorities said could have destroyed the entire complex.

Local and state bomb experts conducted a controlled demolition over the weekend. The building remains closed and police have not said when residents will be allowed to return.

Holmes is in solitary confinement to protect him from other prisoners. He had recently sought to leave a doctoral degree program in neuroscience at the University of Colorado's Anschutz Medical School, a few blocks from his apartment.

The movie house massacre has spurred renewed debate in the United States over gun control, but there appeared little interest on either side of the aisle in Washington in tackling the issue.

FUNDRAISING DRIVE FOR VICTIMS

"I think the widespread view is that somebody who is that unbalanced will find some way to do harm," Senate Republican leader Mitch McConnell said. "And we have many areas of the country that have very strict gun control laws and it seems not to have had any impact on the incidences that are in question."

"So I don't sense any movement among either Democrats or Republicans in the direction of thinking that stricter gun control laws would likely have prevented this horrible occurrence in Colorado," McConnell said.

Senate Majority Leader Harry Reid said it was too soon following the tragedy to have the discussion.

"I think we should just wait for a reasonable period of time before people are off making statements about what they should do and what they shouldn't do," said Reid, a Democrat.

Asked by reporters about his personal stance on limiting large-capacity ammunition magazines, a type of which was used in the Colorado shooting, Reid showed irritation with the question, responding, "You guys, I'm not going to be here with each of you debating gun control."

President Barack Obama, who traveled to Colorado on Sunday to comfort family members and victims of the shooting, could speak about the gun control issue more broadly, White House spokesman Jay Carney said on Tuesday, declining to offer details or a time frame.

"The Dark Knight Rises" took in $160.8 million at U.S. and Canadian box offices over the weekend, which was well below pre-opening estimates of a $170 million to $198 million debut, but still a strong number for the film that box-office watchers said felt the impact of Friday's shooting.

A fundraising drive at givingfirst.org for victims of the shooting has raised nearly $2 million, including donations from Warner Bros, the studio behind the movie.

Colorado's Fox31 television station in Denver reported that Warner Bros. had donated $1 million, citing sources, but a studio spokeswoman would not confirm a specific amount.

AURORA, Colo. (AP) ? The semiautomatic assault rifle used by the gunman in a mass shooting at a midnight showing of the latest Batman movie jammed during the attack, a federal law enforcement official told The Associated Press, which forced the shooter to switch to another gun with less fire power.

The official, who spoke on condition of anonymity to in order to discuss the investigation, said the disabled weapon had a high-capacity ammunition magazine. Police have said that a 100-round drum magazine was recovered at the scene and that such a device would be able to fire 50 to 60 rounds a minute.

That account of what happened inside the Century 16 theater emerged with other details of a suspect described as a budding scientist, brimming with potential, who pursued a graduate program even as he planned the attack with "calculation and deliberation," police said Saturday.

James Holmes, 24, received shipments that authorities believe armed him for battle and were used to booby trap his home with dozens of bombs.

In Aurora, investigators spent hours Saturday removing explosive materials from inside Holmes' apartment a day after police said he opened fire and set off gas canisters in a theater minutes into a premiere of the "The Dark Knight Rises." The massacre left 12 people dead and 58 injured.

His apartment was rigged with jars of liquids, explosives and chemicals that were booby trapped to kill "whoever entered it," Aurora Police Chief Dan Oates said, noting it would have likely been one of his officers.

Holmes received several mail deliveries over four months to his home and school and bought thousands rounds of ammunition on the Internet.

"He had a high volume of deliveries," Oates said. "We think this explains how he got his hands on the magazine, ammunition," he said, as well as the rigged explosives in his apartment.

"What we're seeing here is evidence of some calculation and deliberation," Oates added.

Inside the apartment, FBI Special agent James Yacone said bomb technicians neutralized what he called a "hypergolic mixture" and an improvised explosive device containing an unknown substance. There also were multiple containers of accelerants.

"It was an extremely dangerous environment," Yacone said at a news conference, noting that anyone who walked in would have sustained "significant injuries" or been killed.

By late Saturday afternoon, all hazards had been removed from the Holmes' apartment and residents in surrounding buildings were allowed to return home, police said.

The exception was Holmes' apartment building, where authorities were still collecting evidence. Inside the apartment, authorities covered the windows with black plastic to prevent onlookers from seeing in. Before they did, a man in an ATF T-shirt could be seen measuring a poster on a closet that advertised a DVD called "Soldiers of Misfortune." The poster showed several figures in various positions playing paintball, some wearing masks.

About 8 p.m. Saturday, police left the apartment building carrying a laptop computer and a hard drive.

While authorities continued to refuse to discuss a possible motive for one of the deadliest mass shootings in recent U.S. history, details about Holmes' background as a student and would-be scientist trickled out.

Holmes had recently withdrawn from a competitive graduate program in neuroscience at the University of Colorado Denver, where he was one of six students at the school to get National Institutes of Health grant money. He recently took an intense three-part, oral exam that marks the end of the first year of the four-year program there, but university officials would not say if he passed, citing privacy concerns. The university said Holmes gave no reason for his withdrawal, a decision he made in June.

"The focus of the program is on training outstanding neuroscientists and academicians who will make significant contributions to neurobiology," the university said. The doctoral program usually takes five to seven years to complete, it said.

In a resume posted on Monster.com, Holmes listed himself as an "aspiring scientist" and said he was looking for a job as a laboratory technician.

The resume, first obtained in Holmes' home state of California by The Press-Enterprise in Riverside, paints a picture of a brilliant young man brimming with potential: He worked as a summer intern at the Salk Institute for Biological Studies in La Jolla in 2006 and mapped the neurons of Zebra finches and studied the flight muscles of hummingbirds while an undergraduate at the University of California, Riverside.

He also worked as a cabin counselor to underprivileged children at a summer camp in Los Angeles in 2008. In a statement, Camp Max Straus confirmed Holmes had worked there for eight weeks. The camp provided no other detail about Holmes but said such counselors are generally responsible for the care and guidance of roughly 10 children.

Neighbors and former classmates in California said although Holmes was whip-smart, he was a loner who said little and was easily forgotten ? until this week.

Mary Muscari, a criminology professor at Regis University in Denver who studies mass killings, said she was not surprised Holmes was studying neuroscience and mental disorders.

"It could be he was interested in that because he knows there's something different in him," she said.

Holmes was in solitary confinement for his protection at a Denver-area county detention facility, held without bond on suspicion of multiple counts of first-degree murder. He was set for an initial hearing on Monday and has been appointed a public defender.

Among the deceased victims was a 6-year-old girl and a man who died on his 27th birthday and a day before his wedding anniversary. Families grieved and waited at hospitals, which reported at least seven still in critical condition Saturday and others with injuries that likely are permanent.

Veronica Moser-Sullivan, 6, had gone to the movies with her mother, who was drifting in and out of consciousness in a hospital intensive care unit, bullets lodged in her throat and a gunshot wound to her abdomen.

"Nobody can tell her about it," Annie Dalton said of her niece, Ashley Moser. "She is in critical condition, but all she's asking about is her daughter."

Veronica had just started swimming lessons on Tuesday, Dalton said.

"She was excited about life as she should be. She's a 6-year-old girl," her great aunt said.

Another victim, 27-year-old Matt McQuinn, was killed after diving in front of his girlfriend and her older brother to shield them from the gunfire, said his family's attorney, Rob Scott of Dayton, Ohio.

Alex Sullivan had planned a weekend of fun, first ringing in his 27th birthday with friends at the special midnight showing of "The Dark Knight Rises" and then celebrating his first wedding anniversary on Sunday.

"He was a very, very good young man," said Sullivan's uncle, Joe Loewenguth. "He always had a smile, always made you laugh. He had a little bit of comic in him."

President Barack Obama, who called in his weekly radio address for prayer and reflection on the rampage, was scheduled to travel to Colorado on Sunday to visit with the families of victims.

During the attack early Friday, Holmes used the military-style semiautomatic rifle, a shotgun and a pistol to open fire on the unsuspecting theater-goers, Oates. Holmes had bought the weapons at local gun stores within the past two months. He recently purchased 6,000 rounds of ammunition over the Internet, the chief said.

Holmes also bought an urban assault vest, two magazine holders and a knife for just over $300 on July 2 from an online supplier of tactical gear for police and military personnel, according to the company.

Chad Weinman, CEO of TacticalGear.com, said his company processes thousands of orders each day, and there was nothing unusual in the one that Holmes placed.

"Everything Mr. Holmes purchased on July 2 is commercially available," Weinman said, adding he was "appalled" that the material was sold to Holmes before the shooting.

The Batman movie, the last in the trilogy starring Christian Bale, opened worldwide Friday with midnight showings in the U.S. "The Dark Knight Rises" earned $30.6 million in Friday morning midnight screenings and according to industry estimates roughly $75 million on that day. That put it on track for a weekend total of around $165 million, which would be the second-highest opening weekend ever, following "The Avengers."

The shooting was the worst in the U.S. since the Nov. 5, 2009, attack at Fort Hood, Texas. An Army psychiatrist was charged with killing 13 soldiers and civilians and wounding more than two dozen others.

Panel calls for annual PTSD screening

WASHINGTON (AP) ? The Institute of Medicine recommended Friday that soldiers returning from Iraq and Afghanistan undergo annual screening for post-traumatic stress disorder and that federal agencies conduct more research to determine how well the various treatments for PTSD are working.

Of the 2.6 million service members deployed to Iraq and Afghanistan, it's estimated that 13 percent to 20 percent have symptoms of PTSD.

Federal agencies have increasingly dedicated more resources to screen and treat soldiers, but considerable gaps remain, according to the Institute of Medicine, an independent group of experts that advises the federal government on medical issues. Its recommendations often make their way into laws drafted by Congress and policies implemented by federal agencies.

Barely more than half of those diagnosed with PTSD actually get treatment, often because many soldiers worry it could jeopardize their careers. Also, when soldiers do get care, they're not tracked to determine which treatments are successful in the long-term.

The Defense Department provides medical care to active members of the military and the Department of Veterans Affairs cares for those who no longer serve. Sandro Galea, the chairman of the Institute of Medicine panel, said both departments offer many programs for PTSD.

"But treatment isn't reaching everyone who needs it, and the departments aren't tracking which treatments are being used or evaluating how well they work in the long term," said Galea, a professor and chair of the epidemiology department at Columbia University. "In addition, DOD has no information on the effectiveness of its programs to prevent PTSD."

The report concludes only the first phase of the Institute of Medicine study. The panel, which advises the government, is hoping to release a second report in 2014 that will provide more specifics about the number of service members and vets who have PTSD and the outcomes and costs of their treatments.

Nick Colgin, who served for 15 months in Afghanistan as a combat medic until April 2008, suffered a traumatic brain injury after a rocket-propelled grenade slammed into his Humvee. While he showed symptoms of PTSD upon his return to civilian life, he waited to get treatment until just last month.

"I just didn't want anyone to know I had that issue. I didn't want to know myself," said Colgin, 27, now living in New York City and working with the advocacy group Iraq and Afghanistan Veterans of America.

Jason Hansman, the group's membership director, said the stigma of seeking treatment is even more prevalent among those on active-duty.

"A lot of people believe their career will end if they seek treatment," Hansman said.

In a recent speech to mental health provides, Defense Secretary Leon Panetta said commanding officers must make it understood that seeking help for the stresses of war should be seen as a sign of strength rather than as a sign of weakness.

PTSD is triggered by a specific traumatic event, such as being in combat or witnessing death. The symptoms of the illness include a numbing of emotions, difficulty concentrating and exaggerated startled responses to events.

The institute recommended therapies supported by robust evidence, such as working with patients to change their thinking and emotional responses to stress. But the committee's analysis of other innovative treatments, including yoga, acupuncture and animal-assisted therapy, is hampered by a lack of evidence on their effectiveness.

Galea said that the two departments have been under quite a bit of pressure to get programs up and running to deal with the growing number of vets with PTSD.

"There hasn't been as much premium placed on tracking than there has been on implementing treatment," Galea said.

The panel praised the two departments for issuing joint guidelines for managing PTSD, but it's unknown whether their providers adhere to the guidelines. The panel said that primary care doctors within the VA screen Iraq and Afghanistan veterans annually for symptoms of PTSD, and it recommends that the Defense Department do the same.

The panel said it is hopeful that the departments will make more use of therapy through videoconferences that will allow patients in remote locations to get care.

The panel also called for more research to shed light on the brain's defense mechanisms for stress, identify factors that can influence the timing and severity of symptoms and identify signs that could help lead to earlier diagnosis and more precise drug treatments.

The report said that the VA treated more than 438,000 veterans for PTSD in 2010, showing evidence of the widespread scope of the problem. Similar numbers are not available for the Defense Department.

Cynthia O. Smith, a DOD spokeswoman, said the department has already taken steps to address some of the issues raised in the report.

"The department recognizes the need for continued improvements," Smith said.

The VA said it would review the report and noted that it recently announced it was adding 1,600 clinicians and 300 support workers to its mental health staff.

"We have already made strong progress, but we need to do more," the department said in a written response to the report.

India gets first Iran oil after embargo

Bangalore: India received its first crude oil shipment from Iran after an insurance embargo by the European Union took effect on 1 July, forcing the Persian Gulf nation to disguise its tankers in order to haul the fuel to its second biggest customer.

The 1996-built oil super tanker, Motion, with a capacity to load 298,731 tonnes of crude was unloading the oil through a single-point mooring (SPM) facility located at Vadinar, which comes within the limits of the Union government-controlled Kandla port in Gujarat.

An SPM is a loading buoy anchored offshore that serves as a mooring point and interconnect for tankers loading or offloading gas or liquid products. They are capable of handling any ship, even oil super tankers where no alternative facility is available to dock. ?The ship (Motion) arrived on 11 July and is expected to sail off later tonight after discharging the crude,? said S.P. Bariya, a signal man at the Vadinar port control room.

Motion is ultimately owned by state-run National Iranian Tanker Co. (NITC) and the National Iranian Oil Co., but has changed its name from Najm to circumvent sanctions.

It has also switched its flag registry from Malta to flag of convenience, Tuvalu, and registered under a shell firm in the Seychelles called Motion Shipping Co., according to Lloyd?s List Intelligence, a London-based vessel tracking data company. A flag of convenience refers to the practice of registering a vessel in a country that is different from that of the ship?s owners.

Motion sailed from Kharg Island, Iran, on 6 July, carrying oil for Essar Oil Ltd. The details provided by Lloyd?s List Intelligence matched with the information given by Bariya at Vadinar port control room.

At least two executives at Mumbai-based Atlantic Shipping Pvt. Ltd, the local agent for the ship,?confirmed?the ship?s details and said it was off-loading the crude oil. India aims to buy 310,000 barrels per day (bpd) of oil from Iran under contracts during the fiscal from April to March, which includes 100,000 bpd of purchases by Essar Oil, the only private customer. Essar Oil could not be reached for comment immediately.

The embargo by the European Union bans firms from insuring Iranian shipments, forcing India to ask Iran?s oil shipper, NITC, to deliver crude in its vessels.

India is the world?s fourth largest oil importer and second biggest customer of the Organization of the Petroleum Exporting Countries member nation. NITC itself is covered under sanctions.

In June, the shipping ministry allowed state-run oil refiners to import Iranian crude on ships arranged by the Persian Gulf nation to sidestep a European Union ban on insurance for such shipments.

Mint could not independently verify whether the third-party liability cover of the oil super tanker conformed to the new port entry rules notified by the government in April.

?The ship has furnished all documents pertaining to its third party liability cover,? said an executive at Atlantic Shipping, without going into the specifics. He declined to be named because of company policy.

Bariya at the Vadinar port control room would not confirm whether the ship?s insurance papers complied with the rules.

Cancer Cell Metastasis

Researchers have discovered how cancer cells metastasize or spread from one location to another through the bloodstream. While studying intestinal cancer cells, researchers from the University of Zurich revealed that cancer cells activate receptors in blood vessels that allow them to exit the bloodstream and spread to other organs. The cancer cells release chemical messengers called chemokines that induce an immune response and enable them to pass through the blood vessel into the surrounding area.

According to researcher Lubor Borsig, "CCL2 (chemokine) activates a doorman receptor and enables cancer cells to leave the blood circulation and metastasize in other organs. The mechanism discovered will yield a completely new approach for the development of drugs to combat metastasis in breast, prostate and bowel cancer." The researchers contend that if a method for inhibiting cancer cell chemokine expression could be developed, it would prohibit metastasis by preventing the cells from leaving the bloodstream.
